The rule every row follows: A vendor's page is published while the vendor is approved, not suspended and not paused, the required documents are verified through the date, and a confirmed date is coming up — or a staff override is logged.
The rule, in full
published = approved AND not suspended AND not paused by the vendor AND required documents verified through the date AND (a logged staff override OR (a confirmed upcoming date AND activation reached)). A date counts as confirmed when it is paid, granted as pay-at-market, or covered by a weather credit. In this sample market, activation is reached as soon as a date is confirmed.

Published — weather credit No date booked; the credit keeps the page up until October 31.
Comes about once a month. Their 9/5 date was the weather cancellation — credit open, runs out 10/31. Ale texted 10/3 about rebooking. Spanish story is still the automatic draft.
Published — override, logged Until October 26, set by Marcus Bell: Announced in the night-market post; their booking opens with the event window on October 19.
NOT BOOKED YET. Forced visible until 10/26 by Marcus (logged): announced in the night-market post, booking opens 10/19. Profile is English-only so far — Ale owes the Spanish.

Paid — held for documents Paid date held: October 17, for the certificate of insurance (COI). Decision on October 15 at 9:00 AM.
PAID 10/3 for 10/17 with every document verified. 10/7: the insurer sent a cancellation notice for the policy and Dana marked the certificate REJECTED — money held, stall held, profile DARK. Replacement certificate uploaded 10/8, in review. Decision point 10/15, 9:00 AM (48 hours before the market): verified by then, or the booking is canceled and the money credited back. Ale called the same day.
LAPSED by choice — no future paid dates. Page stays up as a soft landing, out of the directory. Home kitchen (cottage food operator): no state license to collect.

Close the day
At close the manager counts the cash against what was recorded, and any pay-at-market stall left unpaid becomes a receivable with a strike. Cash due on this date from pay-at-market stalls: $80 (2 stalls).

Demonstration with sample data, generated on : every vendor on this sheet is fictional.
Both languages, side by side, always. Time-critical messages also go by text. Nothing sends itself because a vendor typed something — every blast is a person pressing send.
Card payments reconcile against Stripe. Cash is manager-only, append-only, counted at day close, and the vendor gets a receipt so there are two witnesses to every cash record.

Weather credits still open1issued for the September 5 cancellation: 17
A refund or a dispute un-confirms the date, recomputes the public listing and alerts staff.
This sample market matches SNAP dollar for dollar on fruits and vegetables, up to $20 a visit: that is its own sample policy, paid for by its sample sponsor, Commons Green Community Fund.
Attendance is counted by clicker at the north gate and we only did it on 2 of 15 dates. That is the honest number; the other 13 are blank rather than guessed.
The market's memory. Pages marked vendor-visible also appear in the vendor portal.
Opening checklist (6:00 AM)ProcedureStaff only
1. Unlock the west gate and cone the load-in lane by 6:00.
2. Info tent up, token box counted on camera, starting float recorded in the portal.
3. Walk row A–D against today's roster; flag any stall whose vendor shows a red permit chip.
4. Weather call is made by 6:30 — see the weather protocol page.
5. Open the gate at 8:45, not before; vendors are still driving in.
Weather go / no-go protocolProcedureVendor-visible
The call is made by 6:30 AM and never later — vendors are loading at 5:30 and a late call costs them the product.
CANCEL if: sustained wind over 25 mph, lightning within 10 miles, or a flood warning for the riverside lot.
CLOSE EARLY if conditions arrive mid-market; the close-early credit is half a stall fee, the full-cancel credit is the whole fee.
Every canopy carries 40 lb per leg. No weights, no canopy — this is not negotiable and it is in the vendor rules.
The cancel button in the calendar manager notifies every booked vendor by SMS in their own language and flips the public site banner.
SNAP tokens and market currencyProcedureVendor-visible
Wooden tokens are $1 each and never expire. SNAP tokens are bought at the info tent with an EBT card; match tokens are handed out on top, dollar for dollar up to $20 a visit, and are a different color.
Vendors: SNAP tokens buy SNAP-eligible food only — no prepared hot food for immediate consumption, no crafts, no plants that don't produce food. Match tokens buy fruits, vegetables and edible plants only. Turn both in at the info tent at close; reimbursement lands the following Wednesday.
Nobody writes down who paid with tokens. Not in the portal, not on a clipboard, not in a report.
Vendor rules (the canon)RulesVendor-visible
Producer-only for the farm categories: you grow it, raise it, bake it or make it. Reselling is grounds for removal, and we do farm visits.
Load-in 6:00–8:30. Vehicles off the green by 8:30, no exceptions — the insurance is written that way.
Stay until 2:00. Packing up at 1:15 because you sold out empties the market for everyone still standing there.
Prices posted, totals honest: the price on your sign is the price a shopper pays, card or cash.
Cancellations: 72 hours before the date, full credit. Inside 72 hours, no credit unless we cancel.
Three no-shows in a season and you lose booking priority for the next one.
Emergency and first aidProcedureVendor-visible
Call 911 first, then the manager on duty — in that order, always.
First-aid kit and AED are in the info tent, west side, under the table.
Evacuation: north gate to the church lot, not the riverside path.
Heat: the shaded bench row by the pavilion is the cooling point; water is free at the info tent all day.
Any injury, however small, gets an incident-log entry the same day with time, people and what was done.
How to review a vendor documentProcedureStaff only
Open documents in the sandboxed viewer. Never download to a personal device.
COI checklist: carrier named, policy number present, per-occurrence limit at or above $1M, and the market named as additional insured — spelled exactly as the legal entity, not the trade name.
Food documents go by what the vendor sells. Prepared food and beverages: the county board of health's food service permit, current term, matching the business name on the application. Packaged and baked food: the Georgia Department of Agriculture Food Sales Establishment License. Meat and poultry: the Department's mobile vehicle license. 'In progress' is not verified and the system will not let you mark it so.
Checkout reads what you record here. It refuses any date that a required document does not cover — not verified, or ending before that date — and tells the vendor which document. If you reject or withdraw a document after a vendor has paid (an insurer cancels a policy, a permit is pulled), the paid dates it no longer covers are held: money kept, stall reserved, nothing published. The vendor has until 48 hours before the market to get a replacement verified; after that the booking is canceled and the money credited back.
Cottage food operators: since July 1, 2025 Georgia no longer issues a cottage food license, so there is none to collect. Record the yes/no answer, file the food-safety training certificate if they offer one, and check that the label statement is on the product.
Government ID: we do not store it. You look at it, record type, your name, the date and whether the name matched, and the file is destroyed the same day. That is the whole procedure and there is no exception for convenience.
Onboarding a new vendor (the liaison's week)GuideStaff only
Day 1, approval: call them — in their language — before the email lands. The email is confirmation, the call is the welcome.
Day 1–3: build the profile WITH them, not for them. Sit at their stand if that's easier. Three to five profiles a week per liaison is the honest ceiling; past that the quality shows.
Day 3: documents. Walk them through what's required and what it costs. The insurance question is where most people stall — we keep two broker names in the contacts page.
Day 7: first booking. Explain that paying is what turns their page on, and that checkout takes a date only when every required document is verified and runs through that date; when it refuses one it names the document, so they know what to renew. A hold is the rare case: a document rejected or withdrawn after they paid. Then the money is held and the stall stays reserved but unpublished, and they have until 48 hours before the market to get a replacement verified.
After the third post they self-publish and you become their name on a shared inbox, not their bottleneck.
Contacts and accountsReferenceStaff only
County board of health (environmental health), permits desk — for food service permits and inspector scheduling.
Georgia Department of Agriculture, Food Safety Division — to confirm that a Food Sales Establishment or mobile vehicle license is active.
City parks permit office — the green use permit renews every January.
Two insurance brokers who write vendor-scale general liability, both quoted in under a week last season.
The community fund contact who underwrites the info tent, the token booth and the SNAP match, and the quarterly report they expect.
Utility contact for the pavilion power drop.
(Numbers live in the staff record, not in this page — this page is what a new manager reads to know who exists.)
Decision logReferenceStaff only
2026-04-25 — Baked-goods cap set at 3 per date after four bakeries applied in one week. Revisit at season end.
2026-06-12 — Pay-at-market kept for two legacy vendors only; new grants require two clean seasons.
2026-07-03 — Checkout takes a date only when every required document covers it. A hold is for a document rejected or withdrawn after payment, and is decided 48 hours before the market.
2026-07-23 — Stopped storing photos of vendor IDs. Verify, record, destroy. No exceptions requested since.
2026-08-18 — A forced-visible listing always carries an end date, a reason and a name, and never stands in for a missing document.
2026-09-05 — Weather cancellation: credit, not refund, by unanimous vendor-committee preference. An unspent credit keeps the vendor's page up for 8 weeks.
2026-09-25 — Night market approved as a separate event date rather than a Saturday replacement.
